Dear Marine Stewardship Council (MSC) Stakeholder,
We have launched a review of our labour policy and invite you to take part in our public consultation.
The MSC condemns forced and child labour and is committed to reducing the risk of egregious labour abuses occurring in MSC certified fisheries or supply chains. With increasing concern surrounding labour abuses in the seafood industry, we are reviewing our policy on labour, and simplifying how we present our labour requirements for fishery and supply chain partners.
The review will develop eligibility requirements for participation in the MSC program. We will consult with stakeholders in the review, full details of which are set out in the Labour Policy Review Terms of Reference.
Proposed changes to our labour requirements for Chain of Custody certificate holders
In the first phase of the review, we are proposing to publish a separate labour scheme document - MSC Labour Policy and Procedures - which will include all current labour requirements across both our fisheries and chain of custody certification programs.
We also propose to extend our current Chain of Custody labour requirements (including Derogation 7) to all certificate holders which process, pack or manually off-load seafood. This would eliminate the country-based risk approach to our program eligibility requirements and increase confidence that egregious labour practices do not occur in MSC supply chains.

You are invited to provide feedback on the proposal for third-party audits and self-assessments for certificate holders through an online survey.

The survey will close at 0700 (UTC) on 04 April 2022.
Next Steps
Feedback received through the survey will be reviewed and analysed and used to improve the proposed requirement.
The revised requirement will be presented to the MSC Board of Trustees for final approval in June 2022.
